About Us (FAQ's) or - Why It's Called the 'Port of Allyn'
The Port of Allyn is a "port district" which covers approximately 65 square miles and serves the north end of Mason County (see map).
In 1921 residents voted to establish the Port of Allyn to promote economic development, and in 1987 the people voted to establish an Industrial Development District (IDD) with the same boundaries to provide funds specifically for industrial development and harbor improvements by the Port. (See Map)
FAQ's (Frequently Asked Questions)
What is a Port District anyway?
Port Districts are 'quasi governmental' agencies (like fire districts and park districts) which are formed by a vote of the residents in an area to promote and support economic development within that area.
Why do they call them "ports" when some port districts don't even have a dock?
When port districts were first established to support economic development they were formed around docks because that was the center of commerce and trade. When roads, railroads, and airports were built providing other means of transporting goods and providing services their focus changed but the name stuck - thereafter any geographical area could be designated as a 'port' district whether it was on a waterfront or not.
Why Port of Allyn?
In the late 1800's and through the early part of the 1900's all commerce, passenger traffic, supplies & mail came and went from the Allyn Dock. It was the commercial center of North Mason. The town of Allyn was named after Judge Allyn from Tacoma who had been active and influential in the development of the area and when the Port was formed in 1921 Allyn was the center of ecnomic development for the north Mason area. (and as you can see from our maps, the district includes all of North Mason) After 81 years and numerous commissioners, many changes have taken place in North Mason but Port Commissioners have consistently chosen to honor Judge Allyn and the historic name.
What do Port Districts do?
Their primary function is to promote and support economic development - how they do this depends on the particular port district. Some specialize in international trade (such as Seattle and Tacoma) others build business parks, and still others support local businesses by promoting tourism and providing recreational opportunities. Ports can engage in almost any activity that provides jobs, supports local business, or facilitates economic stability in their district.
How are they governed?
Residents of the Port district elect three Commissioners who serve 6 year terms (one every two years). Their job is to set goals, objectives, and policies for the Port. In smaller ports Commissioners may perform any or all functions themselves - in larger districts they generally hire staff to carry on day-to-day operations and carry out the goals & objectives.
Who do the Commissioners report to?
They answer directly to the residents of the port district
How are Port districts funded?
Each year Port Districts receive a portion of taxes collected by the County. They can also go to the people to request that a bond levy be passed for a special purpose.
What is an IDD?
Many Port Districts have established Industrial Development Districts (IDD's) often with the same boundaries, for the specific purpose of raising funds to invest in industrial development. When the people authorize formation of the IDD they also authorize the Port to collect funds for capital development for two 6-year periods. Once the IDD has been authorized by a vote of the people, Ports have the discretion to determine when they will collect the two 6-year levies. These funds can ONLY be used for industrial development purposes as defined by state law (RCW's)
